I bought a Chinese cook book called Land of Plenty by Fuchsia Dunlop because it received rave reviews. I did not realise that most of the recipes have chile in them until I looked through the recipes and I don't like hot food at all.
But most of the recipes have other spices/herbs/flavor enhancers etc in them such as garlic, stock, green onion, ginger, soy sauce (of course), Shaoxing rice wine etc.
If I leave out the chile, which is often in the form of chile bean paste, should I substitute it with anything. And if so, what should I substitute it for.

Of course you can omit the chili bean paste... it will alter the taste, but since you don't like hot-food...
One thing I did when I was getting my wife used to Szechuan food 25 years ago... I would cook the recipe with 1/4 the amount of chili paste OR use two whole red chili peppers (and remove the peppers before serving).

a recipe is only a guide line. you don't have to follow it to a tea. you can add more of one thing or take away of something else. have fun while you cook.
